1.  General information

Work description:Project Management Training for Capacity and Practice Project
Expected Start Date:Medio November 2025
Duration:Intermittent training sessions over a 13-month period (November 2025 – December 2026/January 2027)
Budget:Consultant daily fee: INR 5,000; transport to/from ARM’s campus is covered by the project

This Terms of Reference invites applications from qualified consultants or local experts to deliver training sessions under the Capacity and Practice (CAP) project. The training will focus on three thematic areas:

  1. Project Development, Planning and Management – including tools like Logical Framework, Theory of Change, Gantt Charts, Work Breakdown Structures, Monitoring, Evaluation and Learning Frameworks, such as developing indicators for adaptive project management, to improve project delivery and coordination.
  2. Monitoring, Evaluation and Learning (MEL) – including MEL planning, practical implementation (various methods for qualitative and quantitative data collections), and data analysis and visual data presentation, and reporting formats, as well as using data to drive project management and adjustment.
  3. Strategy and continuity – including tools like SWOT, ), Prioritization tool, KanBan, SOP and collaborative platforms for task management, and strategic planning and tool integration.

2.  Introduction

Background of the project and its objectives

Action Child Aid (ACA) is a non-profit organisation independent of political and religious interests. Since 1965, ACA has worked with development in India, focusing on the right to education and health for children and young people. The organisation’s values are based on the UN Convention on the Rights of the Child.

Alternative for Rural Movement (ARM) is an Odisha-based NGO working with the empowerment of civil society to access fundamental rights, focusing on marginalised communities, particularly women and children. ARM emphasizes participatory and rights-based approaches, enabling communities to advocate for themselves and hold authorities accountable.

Capacity and Practice (CAP) project aims to strengthen the capacity of Alternative for Rural Movement (ARM) to address systemic challenges in rural India through improved community engagement and enhanced organisational skills in project management and monitoring. ARM’s team will be trained by local experts and apply new skills through the formation of 60 child rights groups. These groups will empower 1800 children to engage in child-led advocacy and peer support. It will directly benefit ARM’s staff and organisation while also empowering rural communities in Odisha to advance child rights and foster inclusive development. By strengthening ARM and engaging children and parents, the project lays the groundwork for scalable, sustainable impact and stronger civil society participation. 

The project aims to address the following objectives:

  1. By the end of the project, ARM applies improved skills in project planning, data use, and internal learning processes to strengthen its organisational capacity and deliver better community-based work.
  2. By the end of the project, 60 child rights groups run independently, actively addressing child rights challenges in their communities

Thematic training areas

The project management training is to strengthen ARM’s organisational capacity to effectively plan, implement, and monitor community-based projects. The training will equip ARM staff with practical tools and methods in project planning, data use, and internal learning, enabling them to manage projects more efficiently and sustainably.

This initiative is designed as part of a broader capacity-building process that supports ARM to operate as a self-sustaining local organisation. Through a combination of external facilitation, hands-on learning, and internal knowledge sharing, the training will help ARM incorporate tools and skills across the organisation.

The following themes should be considered as guidelines for the project management training. The final design and framework will be agreed on after inputs from the consultant. Each training unit will last approximately 2-3 days and focus on a specific aspect within the broader project management framework.

The training will be structured around three main thematic areas, each consisting of several training units. Following training units function as examples and inspiration, but will be finanlised based on the consultants ideas and expertise.

  1. Project Development, Planning and Management:

This thematic area focuses on strengthening ARM’s capacity to plan, implement, and monitor projects using practical and accessible tools. Participants will learn to develop structured project plans, create visual timelines, prepare monthly workplans, and manage budgets through simple forecasting formats.

Expected training units:

  1. Project development frameworks (3 days): Introduction to Logical Framework (Logframe), Theory of Change and Results-Based Monitoring and Evaluation, or similar
  2. Implementation and budgeting tools (3 days): Gantt Charts, Work Breakdown Structures, Communication Plans, Risk assessment or similar, to improve project delivery and coordination
  3. Monitoring, Evaluation and Learning Frameworks (MEL) (3 days): including insights in Means of Verification, development indicators, adaptive management, and practical reporting tools, or similar
  • Monitoring, Evaluation and Learning (MEL) and data collection

This component focuses on why and how to collect, analyse and use data from field activities. Participants should develop monitoring plans and apply standardised data collection tools to track group sessions, community feedback, and observable outcomes. The training will also focus on using data to adjust activities, improve reporting, and support internal learning process. Simple reporting and reflection formats will be introduced to help staff use data actively and consistently in their work.

Expected training units:

  1. Data collection methods (3 days): Qualitative methods such as interviews, focus groups, case studies, visual data, and observations, as well as quantitative methods such as surveys or attendance documentation
  2. Data analysis and reporting tools (3 days): Practical sessions on basic descriptive analysis, visual data presentation (charts, dashboards etc.), digital analysis tools such as excel, Google Sheets or NVivo, and reporting formats
  • Strategy and continuity

The workshops will guide the review and revision of the organisation’s overall strategy and internal workflows, including setting clear goals, milestones, and practical coordination tools such as visual workplans and task break downs. Furthermore, it will build practical skills in planning, prioritization, and collaboration. Key takeaways from the training will guide the subsequent strategy workshop, where ARM management team will prepare a plan for continued implementation and integration of the management tool. 

Expected training units:

  1. Sustainable workflows and task management: introducing tools like KanBan, Standard Operating Procedures (SOP) and collaborative platforms (eg. Miro, Asana)
  2. Strategic planning and tool integration:  training to ensure continued and integrated use of tools through Situation analysis (SWOT, process mapping or similar), Prioritization tools (e.g Eisenhower Matrix, SMART Framework), Action planning or visualization (Miro, Lucidchart)

Consultants may apply to facilitate one, multiple, or all thematic areas. Selection will be based on relevant expertise, experience, and availability during the training periods.

The consultant daily fee is set at INR 5,000. A materials budget of approximately INR 45 per participant per training day is available. Lunch, tea and snacks during training days, and transport to/from ARM’s campus will be covered by the project. Further budget details will be outlined in the full Terms of Reference.

3.  Scope of Work & Deliverables

Scope of Work

Thematic scope: The training sessions will focus on strengthening practical skills in project management, including planning, data utilization, and internal learning processes. Each session should be tailored to the thematic area and designed to enhance participants’ ability to apply tools and approaches in their daily work.

Geographic scope: The training will take place at ARM´s facilities in Baliapal, Odisha, India

People involved: The primary participants will be the CAP project team, consisting of 7 staff members. In addition, approximately 20 staff members from ARM’s other projects and ARM’s management team (5 members) will take part. ACA’s project manager will also be involved for strategic sparring and cross-organisational learning.

Methodological scope: The training is expected to be highly interactive, combining participatory methods such as group work, case studies, and practical exercises. A mix of manual and digital tools should be used to support project management and data collection, ensuring relevance and accessibility for all participants.

The selected consultant(s) will be responsible for designing and delivering participatory and practice-oriented training sessions for ARM staff under the Capacity and Practice (CAP) project. Each training should be tailored to the thematic area and adapted to the participants’ existing capacities.

Key responsibilities include:

  • Plan training content and materials relevant to the selected thematic area(s)
  • Facilitate 2–3 day training sessions at ARM’s campus in Odisha
  • Ensure interactive and inclusive training methods, including group work, case studies, and practical exercises
  • Provide pre-training preparation and post-training follow-up (e.g. feedback collection, summary report)
  • Coordinate with ARM’s project team for logistics and participant engagement

Expected Deliverables

  • Priori to the training:
    • A training agenda and methodology tailored to the selected thematic area(s).
    • Training materials (e.g. slides, exercises, handouts).
  • After the training:
    • A brief post-training report summarising key learnings and participant feedback
    • Any relevant follow-up recommendations

4.  Consultant Profile / Qualifications

– Postgraduate degree in a relevant field (e.g. development studies, project management, social sciences)

– Demonstrated experience in facilitating training within development projects and NGO settings

– Strong expertise in one or more of the thematic areas: project management, MEL, or organisational development

– Familiarity with capacity building approaches and participatory methods

– Fluency in both Oriya and English (spoken and written)

– Strong communication skills and ability to adapt content to local contexts

– Basic proficiency in digital tools and computer applications relevant to training and data management
